In 2026, EUSCG decided to actively support the DronesQuad product transferability initiative since it is complimentary to the EUSCG goal of promoting coherence between the EASA UAS regulatory framework and international standards and practices. This dedicated webpage was established within the EUSCG website to enable the DronesQuad group of authorities to disseminate information on airworthiness standards that may be endorsed as acceptable Means of Compliance to the requirements of ANAC, EASA, FAA, and TCCA. The following page reflects this action.
DronesQuad (DsQ)

DronesQuad (DsQ), consisting of airworthiness experts within ANAC, EASA, FAA and TCCA has developed a common set of criteria for Standard Development Organizations (SDOs) to write their standards against. These “High-level Product Safety Criteria” (HPSC) are DsQ-endorsed performance-based, product design and organizational requirements affecting the UAS, as the Product and the corresponding organizations associated with design, production, or service providers.
DsQ has also provided “Content Considerations for SDO Standards” which provides insight into the HPSC and highlights essential content required for a standard to be endorsable.
SDOs are welcome to submit their standards to DsQ for endorsement as Means of Compliance to the HPSC. These endorsed standards can be cited in a declaration / statement of compliance to each authorities’ domestic regulations.
The following DsQ documents are being made available to SDOs towards the development of endorsable standards:
| Document Title | Relevance of the Document | Download |
|---|
| DronesQuad Presentation of HPSCriteria to SDOs | Presentation of DronesQuad. | Download. |
| Expanded Narrative to Accompany DronesQuad’s Presentation to SDOs | Supplement of the presentation. | Download. |
| “HPSCriteria” & “Content Considerations for SDO Standards” Cross-Reference Document | Explains the reasoning behind the specific wording and terminology used in the Criteria and contains cross-reference tables that align the criteria with “Content Considerations for SDO Standards.” | Download. |
Please note that these documents are based on current and proposed regulations from ANAC, EASA, FAA, and TCCA, and are subject to change as continuing regulatory efforts evolve.
The four authorities, ANAC, EASA, FAA and TCCA highly recommend that SDOs focus on the DsQ HPSC. The DsQ is committed to support SDOs in their effort and can always be reached for questions via: TC.Ask.DronesQuad-Demande.a.DronesQuad.TC@tc.gc.ca.
